摘要: 北京市依托节能超市开展废旧电器电子产品“绿色回收”,通过宣传绿色消费带动废旧电器电子产品环保回收,引导家电销售商开展绿色回收参与逆向物流系统建设,建立了以销售商为主体的“绿色消费+绿色回收”模式。其间,引入全球统一标识系统(GS1系统)编码技术设计二维码标识,对废旧电器电子产品回收的服务和过程实施“一机一码”溯源管理。基于节能超市绿色回收中“一机一码”追溯体系建设实践,总结梳理管理模式的演变过程,并从环保回收率和回收成本两方面评估基于“一机一码”追溯体系的回收系统运行效果。结论提出,“一机一码”技术系统有助于改善北京市废旧电器电子产品回收体系的管理效果,该技术系统可以针对不同城市的具体条件,进一步发展完善,从而辅助更多地区废旧电器电子产品回收体系转型升级。

Abstract: Beijing relies on energy-saving supermarkets to carry out "green recycling" of waste home appliances, promotes environmentally friendly recycling of waste products through publicity of green consumption, guides home appliance sellers to carry out green recycling and participate in the construction of reverse logistics systems, and establishes a "green consumption plus green recycling" model with sellers as the main body. During this period, the global unified identification system (GS1 system) coding technology was introduced to design two-dimensional code identification, and the "one machine, one code" traceability management was implemented for the service and process of the recycling of waste household appliances. Based on the construction practice of the "one machine, one code" traceability system in the green recycling of energy-saving supermarkets, summarizes and sorts out the evolution process of the management model, and evaluates the operation of the recycling system based on the "one machine, one code" traceability system effects from the aspects of environmental protection recovery rate and recovery cost. It is concluded that the "one machine, one code" traceability system can help improve the management effect of the waste home appliances recycling system in Beijing. The technical system can be further developed and improved according to the specific conditions of different cities, thereby assisting the transformation of waste home appliances recycling systems in more regions upgrade.
